The competition among Danish cities to become European Capital of Culture is underway. Applications are due on October 5, 2026.
What’s happening?
On December 5, the Minister of Culture announced the national competition to select the Danish city that will be the European Capital of Culture in 2032. This means that Danish cities now officially have until October 5, 2026, to submit their applications.

The evening before, Helsingør’s Culture and Tourism Committee decided to extend the municipality’s membership in Elsinore 2032—the association that has been working since 2021 to develop a potential application through partnerships, knowledge sharing, and capacity building.

What does this mean?
In short: Elsinore is on board—but nothing has been finalized. The extension sends a positive signal, but it does not constitute a decision that the city will apply for the title. That requires a clear political mandate from the City Council. Elsinore 2032 cannot apply on the city’s behalf.
Meanwhile, things are moving quickly in other cities. Aalborg is currently the only city with a final political decision to run—and they’re already up and running. In Odense, they’re working on a basis for a decision. Næstved’s status is still unclear.

How much will it cost?
In 2024, Deloitte estimated that it would cost Helsingør 10 million Danish kroner to develop the application. The estimate is poorly documented, and by comparison, Aalborg has budgeted 3 million Danish kroner.
Elsinore 2032 offers to manage the process, thereby ensuring local buy-in and keeping direct costs down.

What happens next?
Although the extension of membership is not an actual decision to apply, we see it as a clear sign of political interest. In 2024, the City Council actually allocated 10 million for this work before the municipality’s financial situation changed drastically.

In 2026, it will be up to a new City Council to decide. The process could look something like this:
- The Finance Committee (12/10) and subsequently the City Council (12/17) approved the recommendation from the Culture and Tourism Committee to extend the membership.
- The Culture Committee is commissioning a policy paper on Elsinore’s potential bid for the title and is inviting Elsinore 2032 to help develop it.
- At the same time, citizens and stakeholders will be involved in the public debate—Elsinore 2032 will organize a workshop and a public meeting in early 2026.
- A political consensus is reached, and the necessary funds are allocated to develop a competitive application.
- The application will be prepared as a consortium or alliance between the stakeholders and the municipality and submitted for prequalification on October 6, 2026.
