The competition between Danish cities to become European Capital of Culture is on. Applications must be submitted by October 5, 2026.
What's happened?
On December 5, the Minister of Culture launched the national competition to decide which Danish city will be the European Capital of Culture 2032. This means Danish cities now officially have until October 5, 2026, to submit their applications.

The evening before, Helsingør's Culture and Tourism Committee decided to extend the municipality's membership of Elsinore 2032 – the association that has been working since 2021 to prepare a potential application through partnerships, knowledge, and capacity building.

What does that mean?
In short: Helsingør is in – but not yet decided. The extension sends a positive signal, but it's not a decision that the city will apply for the title. That requires a clear political mandate from the City Council. Elsinore 2032 cannot apply on behalf of the city.
Meanwhile, things are moving fast in other cities. Aalborg is currently the only city with a final political decision to run – and they're already getting started. In Odense, they're working on a decision basis. Næstved is undecided.

What does it cost?
Deloitte estimated in 2024 that it would cost Helsingør 10 million DKK to develop the application. The estimate is sparsely documented, and Aalborg, by comparison, has budgeted 3 million DKK.
Elsinore 2032 offers to manage the process, ensuring local involvement and keeping direct costs down.

What happens next?
Even though extending the membership isn't an actual application decision, we see it as a clear sign of political interest. In 2024, the City Council actually budgeted 10 million DKK for the work before the municipality's finances suddenly changed.

In 2026, a new City Council will have to make a decision. The process could look like this:
- The Finance Committee (10/12) and subsequently the City Council (17/12) approve the recommendation from the Culture and Tourism Committee to extend the membership.
- The Culture Committee commissions a political case on Helsingør's potential candidacy for the title and invites Elsinore 2032 to help develop it.
- At the same time, citizens and stakeholders will be involved in the public debate – Elsinore 2032 will initiate a workshop and public meeting in early 2026.
- Political consensus is reached, and the necessary funds are allocated to develop a competitive application.
- The application will be created as a consortium or alliance between stakeholders and the municipality and submitted for pre-qualification on October 6, 2026.
